India’s job market is walking a fine line between strength and caution. The ManpowerGroup Employment Outlook Survey for October–December 2025 pegs the India Net Employment Outlook (NEO) at 40 percent. That is a 7 percent dip from last quarter but still 18 percent higher year-on-year, making India the world’s second-most optimistic hiring market after the UAE.

Balancing Growth and Restraint
Employers are scaling back slightly on hiring, wary of global headwinds and investment sentiment. Yet, India’s structural story stays intact: GDP growth of 6.5 percent, driven by services, underpins a robust medium-term outlook.

Sectors Driving Jobs
Hiring momentum is strongest in Energy & Utilities, Financials & Real Estate, and Technology. Firms in these sectors are expanding even as they reconfigure talent models to include permanent, temporary, and consultant roles.

Regions in Focus

  • North India leads with a 45 percent outlook, though slightly weaker than before.
  • West India holds steady at 41 percent.
  • South India strengthens to 39 percent.
  • East India struggles, plunging 33 percent from last quarter to 32 percent.

The Flexibility Factor
A defining trend is the shift to workforce flexibility. Employers are mixing permanent staff with gig workers, contractors, and consultants to stay agile. Nearly one-third are hiring to keep pace with technological change, while automation is driving staff reductions in other roles.

Talent Challenges

  • 46 percent of employers cite attracting qualified candidates as the top obstacle.
  • Work-life balance is emerging as the most effective retention strategy, reported by 42 percent of firms.
  • Sectors most attuned to this include consumer goods, communication services, healthcare, life sciences, and IT.

The Bigger Picture
India’s labour market looks cautiously optimistic. Employers are expanding selectively, balancing wage pressures and evolving employee expectations. While global uncertainties temper sentiment, the fundamentals — strong sectors, growing GDP, and flexible talent strategies — keep India near the top of global hiring optimism.
